Can't load resources (C#)

So i used official tutorial https://wiki.gtanet.work/index.php?title=Getting_Started_with_Development  and also i created meta file for my .cs script and settings.xml, but when i am start the server have not been seen any messages from resources which that must be output in console, also commad not works too.
