GTA won't launch

What could be the problem? I can’t enter the game, describe the problem for a long time, I attached a video below.

The main problem is that after initializing EAC and launching the launcher, nothing happens.

I reinstalled everything twice, the second time I did a complete demolition of everything related to GTA.
I did a system restore via DISM, after I checked it via sfc scannow, there is no problem.
DX 11 - everything is normal. C ++ reinstalled all the necessary libraries, everything is there, EAC works, in other games too.
The loner works, the prologue is completed. I also played GTA online, went through a couple of missions to be sure. Basically, I don't know what the problem is.

I have the same problem. On two computers where Windows 7 is installed, nothing happens after startup. I installed Win 10 on one of the computers - the problem went away. On the second, there is no way to update the OS
