Try a fresh install and install it inside your GTA 5 directory (along with the hotfix 3). You can manually set your gta5 directory by going to regedit > HKEY_CURRENT_USER > SOFTWARE > RAGEMP Make sure everything in there is correct

Did you try to set the game path into the launcher settings ? If yes, did you try to connect to localhost ? (you'll have to launch a local server just for the test)
