Solved for me:
Change Social Club language to the language of your country youre currently living in.
UPDATE: seems like it doesnt depend on country youre located in, but on country language where your installed gta for the first time or something like this. Anyway first changing to German then to Russian or English worked for me. Try it with your languages.
UPDATE2: bullshit, languages dont help. it was random successfull start. I get 1 of 20 launches successfull. BUT! After
Reducing display resolution in gta graphics settings from 2550x1440 (or something) to 1920x1080
Every Launcher, updater and start files (.exe) in RAGEMP, SocialClub, RockstarGames, GTA V, Steam exe file -> Properties -> Compatibility -> Run this Programm as an administrator (I also did it in "Change settings for all users")

... and it works. I am now able to launch the game 9 of 10 times.
