You can check by yourself in Discord.

You can't play RAGE using a cracked version of the game, it was free in the Epic store few months ago.

You can run it using Wine, there won't be a Linux build for RAGE Multiplayer client (same thing happens with GTAV)

Yes, you should be able to join the servers, but there were some menu settings that you can only change while playing GTA Online.

There's no public bugtracker currently, all the 1.1 are being posted in Discord.

There's no command line, but you have a button on your launcher, next to the settings where you can manually insert the IP and port.

Yes, you can develop it using C# only, unless you want to use CEF browsers (they're web pages, so you'll need JS there)

It depends on the features you want in the gamemode and the time dedicated, but consider to measure the time in months.

You should provide the code in that event.

Just select the path where you have your GTAV installed.

Creo que lo que te está pidiendo es que selecciones la carpeta donde tienes instalado el GTAV, si estás refiriéndote a lo mismo que yo.
