Make sure you're not running the server.exe twice, that problem comes when the port is being used.

What do you mean by "Discord for server-side"?

Use a VPN or tell somebody playing to share the client resources with you.

Yes, as long as you purchased the game it doesn't matter what version (Rockstar Social Club or Steam) of the game you're using, you'll be able to play on both.

Did you click on the "R" reaction? If so, try exiting and joining the Discord back, also don't spam it.

It doesn't mean that your IP is banned, the problem is that the cdn from GTAN is down. Just get the newest installer from RAGE's website and it should work.

Most of the clientside mods won't work on RAGE Multiplayer, remove them before launching the game.

You can already use .NET Core 3.0, you'll have to update your libraries, that's all.
