You have to change the .resx files and Commands.cs be the ones with english texts and recompile, there's a bug on .netcore that makes it unable to get the correct .resx file.

Did you create a file called enable-clientside-cs.txt on the root folder where RAGE is installed?

By default is 22005 UDP and 22006 TCP/IP.

You should have an error on the console, as it doesn't show the welcome message. Is it connecting to the database? Did you create the .txt file?
