You have to change the .resx files and Commands.cs be the ones with english texts and recompile, there's a bug on .netcore that makes it unable to get the correct .resx file.

Yes, extending from Script makes RAGE call the constructor and initialize the class.

I don't know about that file failing, that's related to RAGE, not to the gamemode. Check on other PC or tell a friend to test creating that file.
