Nevermind, a friend figured it out for me. 

Hello,

     I downloaded the .zip file for the installer, extracted the installer, ran the installer, it said that it downloaded everything (when I check where the file should be it didn't download anything and nothing is there) and when I try to finish the install and run Rage Mp, and gives me an error notification with what it says in the following Pastebin. I do not have an antivirus software and I turned off my firewall to see if that could work but it didn't do anything.
