If I were you, I would pass the variables through the function.

function openCef(url, money_bank, money_pocket)

So you could create a function which upgrades the value in the html for example with innerHTML

I'm thinking which language should I use to make a server. Which is more supported for RageMP? Which would u recommend to start and why? 

I have learned both so the knowledge wouldn't be a problem.
