I found the solution It was because the windows-username was cyrillic

Updated three times

RageMP server closing without errors on Windows 10 Latest logs: Initializing Bootstrapper.dll (0.3.5.1).. -> SERVER STARTED AT 05.09.2019 19:05:09 Loaded 451 entries from vehicleData.json Started! Waiting for connections.. There is just closing without any errors
