I solved the problem. You need to reinstall RAGEMP to another folder, while downloading it only from the official site, and not from third-party "RP servers"

Я решил проблему. Нужно переустановить в другую папку RAGEMP, при этом качать его только с официального сайта, а не со сторонних "Рп серверов"
