Can someone explain this? RAGE-MP wouldn't open and RAGE.MP wouldn't load, now both work?

RAGE-MP was working fine. Then I went to start it up again and it wouldn't open at all. I'd click the RAGE-MP icon on the desktop and nothing would happen.

I tried to Google the problem, and it linked me to the RAGE.MP website but I got connecting error messages whenever I clicked on a RAGE.MP link as if the site was down.

Then I discovered the site was up, if I used a VPN. So I downloaded RAGE-MP, reinstalled it bunch of times, shut down my PC a bunch of times, RAGE-MP still refused to open.

Then all of a sudden RAGE-MP started working again and I can now surf the RAGE.MP website on my normal internet?

I haven't changed anything.

Is the RAGE-MP program designed to straight up not start if it can't connect to the RAGE.MP site?
