Rage MP 1.1 server not connecting to the masterlist

I changed my config to "announce" : true, but for some reason my server still won't go onto the masterlist. This error comes up in console:  MasterList: 1.1-DP1 BETA build couldn't be announced to the masterlist. Anyone know how to fix this?
