Unable to load acl.xml ACLEnabled: False

Hello i was about  to try a server preset that i found, and i have the problem that i get this error: Unable to load acl.xml
ACLEnabled: False. and i dont know how to fix that

I used to use acl to solve many permission problems for months. until week ago my boss told ,me do not use acl anymore it cause many problems.
