Server Resources aren't loading / working

Im starting to make an 1.1 server and cant put any scripts in the dotnet/resources folder , everytime i do it and try to run ragemp-server.exe. The resources dont load.

 

As seen on the Picture u can cleary see that there are resources like "admin" welcomemessages" etc. but they arent showing up in the "ragemp-server" console neither ingame.
