I would like to ask you, is there any project which is under development and looking for users? 

to make it more precise I do not looking for GAMING-COMMUNITYS, rather for a GTA Community only.

Is there any other server, which is looking for users or even still under development, I am asking to be sure that there are a few roleplay servers.
