CPU Capacity at %100

When I play RAGEMP my CPU capacity is always at %100, RAGEMP uses %70 of it.

My PC specs are fine, I don't experience this issue in other games but RAGEMP.

I3 9100F is my CPU

PLEASE TELL ME IF THERES ANY WAY TO SOLVE IT BECAUSE THE TEXTURES DONT LOAD
