Just a month ago I noticed that my fps dropped to 50 frames instead of the usual 120, after a long time I went to the task manager and saw that 50 percent of my computer OUTSIDE the game is Rage Multiplayer UI Sub-process, how to solve the problem of fps drawdown and load in the amount of 50%?

Try disabling cef hardware acceleration in your settings on the launcher and when exiting the game, make sure you are doing it via the f1 menu and not alt+f4 as some of the processes might not be cleaned up properly and may stack up over time.
