low speed download and open rage mp

When I download the server or open the launcher, my internet speed is unrealistically low. Launching the launcher takes about 10 minutes. I have a laptop msi rider 78 hx 13v with excellent characteristics. Default connection at normal speed, tried reinstalling, disabling antivirus and firewall, nothing helped. Please tell me how to fix.
