Err_no_Launcher

i cant start GtaV with ragemp no matter what i tried everything from resetting my pc and reinstalling the game and the launcher 
its always a error that says "pls launch GTA V with rockstar games launcher" 
i dont have a cracked gta i have a licensed gta with no bans bought from rockstar games and i use the rockstar games launcher
every help possibly would be nice.
