The launcher won't download

Two days ago I installed Rage MP and I had no problems with it. Yesterday while playing, my GTA crashed and when I clicked on the Rage MP shortcut it started to update, and when the update was done I got this message:

I decided to reinstall the Rage MP launcher but after doing that I got the same message:

I've tried 5-6 different methods on how to fix it but I none have worked.

The error is system.componentmodel.win32exception ((0x80004005)) the system cannot find the file specified.
