Missing Settings?

When i am ingame i dont have any options for vc when i press esc, overall there are missing menus i think, any idea what i am doing wrong?

Server you are playing on has modified pause menu to remove settings that do not work in multiplayer or on their server, it's pretty common thing. You can launch GTA Online/Singleplayer and edit settings you need.
