Assistance Needed

Whenever I try and install the game this error pops up,

 

 System.ComponentModel.Win32Exception (0x80004005): The system connot find the file specified  at  System.Diagnostics.Process.StartWithSHellExecuteEx(ProcessStartInfostartinfo)

at System.Diagnostics.Process.Start()

at System.Diagnostics.Process.Start(ProcessStartInfo startInfo)

at Updater,Program.<>c.<Finish>b__9_0()

 

My antivirus is turned off, and the firewall is down, so I don't know what is causing this, any help is appreciated
