I want to make a new server

I want to create a new server to experiment and have a little fun, I would like to create one in Rage, the truth is I maintain one in Fivem but from what I understand it is something different here, I have looked for tutorials on how to create it but I don't have the slightest idea, I It indicates that I would have to download a file called Update.exe, the truth is I can't find that file, could someone guide me if you're so kind.
