I develop my own rage mp server. 

When i connected to MySQL i encountered with this error. What should i do? Btw i use netcoreapp3.1, could it be the reason?

i found the reason of the problem. just use MySql.Data version 8.0.27 instead of 9

You can use MySQL 9 as long as you update the required libraries...
