Microfreezes on a powerful computer

hello i have a problem when i play on servers i have micro freezes i have already tried windows 11 and 10 and still nothing helped i took my computer to the service they told me that everything is fine i also entered the config to remove the restriction and also nothing please help

If you could send us your computer specs for start, and explain a little more how these freezes look would be awesome?

My pc specs intel core i7 14700 kf rtx 4070 ti super and freezes look like when I play I have 400 fps and  when microfreeze start fps drops to 100 and such a feeling like dropped to zero all try all guides in internet in forum and it don’t help anything

And I see one more things when I play my power unit make some sound and when this sound end I got micro freezes and I got one more problem all cars on servers got like ping and they like teleporting now i am on windows 11
