where we start learning about development ragemp server?

 i'm very-very new in this world. and, when i downloaded some resource from this site, the script have so many reference that if i search it in wiki, i can't found it. so, where we start learning from? like, if i wanna make my own custom character, vehicle shop or something else, where do i start to learn? what practice that i had to do? hopefully i can get some answer here, thank you...
