when logging on to the server, the game runs at 100 fps, after a while it drops by 40-50 fps and does not rise, I tried everything, all options, changed graphics settings, nothing changes, my specifications are nvidia geforce 1660 super graphics card, Intel(R) Xeon(R) CPU E5-2650 v2 @ 2.60GHz 2.60GHz GHz, and it's not just me who has this problem, many users do.

That sounds like server specific issue. Either with server scripts or mods. You and other impacted players should report it to the administrators on community you are playing on.
