ragemp error 0xc0000142 - tried everything, need help

yo, i'm having this issue with ragemp + gta v where it gets to the "initializing" part (probably anti-cheat) and then crashes with 0xc0000142. i tried everything i could think of, but nothing worked. i also attached a screenshot of the error.

what i've tried:

• reinstalled everything - deleted gta v, ragemp, rockstar, fivem, installed a clean gta v + fresh ragemp, still the same error
• run as admin - launched everything as admin (ragemp, gta5.exe, rockstar launcher)
• visual c++ - installed both x64 and x86, did a repair, restarted pc, no change
• battleye - no easy anti-cheat folder, only battleye. tried running BEService_x64.exe as admin, deleted the folder, let ragemp redownload it, still not working
• verified gta v files - checked integrity through rockstar launcher, all files are fine
• disabled antivirus completely - someone told me it could be the antivirus, so i turned it off completely, still no fix
• easy anti-cheat - in the RageMP folder, i tried renaming and deleting the easy anti-cheat files to force it to redownload, but still got the same error.

my pc specs:

• windows: win11 64bit
• gpu: 4070 super
• cpu: i5 12400f
• ram: 32gb

what actually happens:

• i open ragemp, it loads fine until "initializing", then error 0xc0000142 pops up and it crashes

i'm out of ideas, if anyone had this issue and found a fix, please let me know. i attached a screenshot of the error. thanks!
