Anti cheat and rockstar both are stucking at the same time

I am trying to play in Rp server but anticheat and rockstar both are not responding but while I play normal GTA 5 it dosent stuck I tried deleting and downloading but none of that works

 

After not responding when I try to open Rage MP it doesnt open the app too

Do u have riva tuner/msi or any graphic card fps modulator/monitor  on? then close it
