Lags, stutters

Hello, I've encountered a problem. Freezing, stuttering, lag, and 100 fps. I log in once, and it runs at a normal 200 fps, without any freezes. It should be 230+, though. My components are an RTX 3060, an Intel i5 12400F, and 16GB of RAM. I also uninstalled Windows, but I'm having issues specifically with Rage. I haven't had any issues with other games, nor with regular GTA. I also checked the stats in Riva Tuner, and when Rage loads the server, the CPU usage is 70-100%.
