Looking for developer for small server but unique request

I am looking for someone to develop a rather unique RP server for me. There is a single player role playing mod called Los Santos Red that I would like to be able to get implemented into a form of multiplayer for me and a small group of 4-5 friends. I know its not something that is copy and paste and will basically have to be made from scratch. if there is anyone that could take a look at this idea and get back to me id appreciate it!

It would basically be building a server from scratch and from what is under stand it would be converting XMLs to JSON files and making it all work. I tried to get this mode to work with Rage COOP and was having issues getting that to work.
