Low GPU Usage in big areas + low fps ( Fixed, for me at least )

Hello everyone, thanks for clicking and taking a looking into my issue
For the past few days i've been trying to fix a issue i have with Low GPU Usage in populated areas and low fps but the moment i go into a non populated area my gpu usage goes up and so does my fps. ( THIS IS ALL ON LEGACY, ENHANCED IS THE SAME ISSUE BUT WORST I HAVE PERMA 30-50 FPS EVEN CRASHING AFTER A FEW MINUTES AFTER I JOIN SERVER )
Theres also another issue im facing 
Everything i restart RAGEMP and join a server i either lag very bad under 30 fps, then i restart and i have 60-100 then i restart again and i have 200 fps but the issue with low gpu usage in "populated areas" is the same. its very bipolar and i dont understand why


( A fix that i have found to be working is to just disable Hyper-Threading in bios
From running 30 fps in populated areas even 10-15 and about 100-150 in non populated areas 
I can now play normally with about 150 fps in populated areas and 200 in non pupulated areas
Now my GPU and CPU are actually using resources, no more laggy gameplay and frame drops just smooth as butter

( also the loading time significantly decresed for me and i join the server really fast )

Things i've tried:
- ragemp reinstall
- maxing out my gta graphics settings
- lowering the gta graphics settings
- full performance in power mode / nvidia control panel and advanced graphics settings
- high end modpack ( maybe it will use resources but same issue )

My rig: 
RTX 5070 TI
I9 14900K
32GB 6400 DDR5
AORUS Z790 ELITE AX

I've had the same issue for over a year mate, tried everything and just seems to be no fix. People will say 'cap fps' and 'unpark cores' and 'set high prio' but it wont fix it. Rage and GTAV are just bad for optimisation. I have just had to learn to get used to horrible drops and practically stopped playing bc of it. If you do find a solution, let me know but I do doubt you will ngl

yea, i guess its a performance issue with new hardware. my friends with low-mid hardware get consistent frames and even better frames than me. i still didnt find a fix
i only have this issue on ragemp on the other platform im running 150-300 fps with no issue.

Ai gasit vreo rezolvare ? Si eu am 20 fps la cnn merge sacadat rau cu un i5 14600kf rtx 5060ti 16 gb si 64 gb ram

Same as me, even as far as regular GTA being fine. I get 185fps capped on there but i barely get 50 on rage and just get insane frame drops :D like i said, nobody seems to know a fix

Gonna give it ago now, and ill report if its better or not!
