Not smooth and laggy feeling even in an uncrowded area

Hello i have a 7800XT - Ryzen 5 7600x - 32 GB RAM 6000 CL 30 .

What can i do for RageMP to have the smoothest experience possible ? sometimes even if i'm not in a crowded area and there are only 3-4 cars when i look at them and move the mouse it feels so laggy also i want to improve the experience in very crowded areas as much as possible

I tried all sorts of settings combinations ( BIOS , Windows , In-Game ) and nothing really worked 100%

Now i have PBO enabled , Global C State enabled , power plan balanced , HAGS off , RTSS fps cap , FreeSync On , disable fullscreen optimisations checked , EXPO on , SAM on , in game settings texture , shader and reflection high / very high , i have a 180hz monitor .

I dont really know what to do anymore are there any hidden settings or something ?
