Server load too slowly

I started to lagging. Not like fps or ping. Both are really good, max grahp with 60+ fps and 40-60 ms ping. But idk why that chat and map loading is lagging. When I watch someone as an admin, I can see that there car is moving, stopping at red lamps... but when I try to write them I don't see what I'm writing. But they see it.. it's the same with commands. After some min it "freeze out" and I see what they wrote for me or what I wrote.. It's happening too often. Any idea?

As I can see if I goo fast the map is not loading too... but I put my graphics to the lowest and nothing changed..
