How to do a background check so that the player is not able to start the car which stands on the site where the player needs to load the cargo?

you need to do so if the machine (truck) is in place of loading the player could not start it and move until it loads .And also how to do a local check for all players who are arranged for the same job so they could not start the car (truck) which has already been put in place for loading.
