Just download and install NodeJS and run the file `server` in your RageMP server directory.

If you use Linux for your server, and you know russian language, you can use this tutorial.

To create a server you'll need to know JavaScript/NodeJS and possibly C# if you want to learn another language. If you don't know any of these languages I'd suggest learning basic Javscript before getting into this.
