Not loading textures, players and cars

Hello, I have been facing this issue for quite a while now: when I drive into heavily populated area it prevents me from interracting with other players (dissables voip), doesn't load players and cars, doesn't let me send any messages and doesn't let me unlock/lock my car and etc. The whole thing takes about a minute to load in and once it's loaded in, everything works propertly again. The game loads everything flawlessly in singleplayer. I have the game and RageMP on my SSD. I have i5-7200U 2.5GHz with Turbo Boost up to 3.1GHz, a GTX 950M and 8 GB of RAM.
