Mouse stuck in center of the screen at Mouse Input "Windows"

greetings, after a few fights on a deathmatch server i realize that the windows input is the best one for me. 

but the problem is when i open for example my inventory in game or something i have to choose with my mouse i cant move it. it is freezed in the center of the screen, 

i can use my mouse when i press escape but on every scripted overlay i cant move it..

I also tested this setting in GTA:Online and it is working fine i've this problem only on ragemp servers...

Or someone knows how to lower your sensitivity on Raw Input setting?
