Weird freezes

For the past 2 months I’m having weird stutters/freezes every 30-60 seconds for about a second and sometimes for few seconds. I’m convinced it’s related to ragemp and not the server I play on, I logged on an empty client(not into a server) and it’s still exist. I have no problems on the single player at all and also just got a new comp with fresh installed windows 7 64bit.
