Launcher says theres an instance of GTA already running and wont open

First a box appears and says to "Please run as admin" then says theres an instance already running and never opens the game. Any help with this would be appreciated, thank you

Open a cmd shell as administrator and run this commands.

Close Grand Theft Auto 5 or Rage MP on Task Manager.
