RAGE mp not runing

Hello!
After starting RAGE MP, nothing happens.
Event 36876 Schannel appears in the event log "The certificate received from the remote server did not pass verification. Error code: 0x80092012. Request for TLS connection failed. The server certificate is contained in the attached data." in the system log
I reinstalled the program.
Removed Anti-Virus.
Added permissions to the firewall for the program.
I am using the official version of GTA 5 Social Club.
I tried to run in compatibility mode and with administrator rights.
But it did not work.

Windows 10 Pro x64 version 1909.
