Hey, I was just having this problem and the kind folks on the GTA:World discord helped me solve this.

Go to your RageMP folder, right click config.xml, open with notepad and edit the line where it says "prerelease" to "oldprerelease". Save and try again.

It should look like this:

[[BC]VACEDA[NWD]]
