Freeze for a few milliseconds

So I'm playing, having a good time when all a sudden my game freezes for what seems to be a bit shy off a second, a few milliseconds, it's noticeable of course.

 

Other players will say I've TP'ed like 1 meter back then forth again, if any o'yall played SAMP, it's like hitting the F8 button, where it stops for a second then resumes.

 

Any suggestions on how to fix it?
