Ability for servers to enable/disable aim assist for clients

Give servers the ability to enable/disable the aim assist feature for players. Right now, in many deathmatch servers there are people with aim assists and they absolutely wipe everyone due to it working sort of like an aimbot.

Servers should be able to disable the feature for the next updates.
