TLDR; While I play RAGEMP I occasionally get huge fps drop that hit 5 fps or less and last for a couple of ten seconds, making it really unplayable.

Hey guys.
I've been trying to find an answer through many sources and noticed that many people suggest to lock the FPS in GTAV to 120 because of its engine issues when you run high FPS in GTAV. I did attempt this with multiple softwares and even with my FPS locked I keep having those FPS drops in RAGEMP which last a ridiculous long time and occur at completely random moments and places. They drop as low to 5 or even less, you get the idea. It's almost like my game is completely frozen.
A note: This PC is completely new, I installed all the drivers and w/e. Others games run smoothly without any issue at all. I took it back to the store because I raised questions why this is happening, they took it in and did a couple of tests and claim the computer is completely fine. Thus it looks like something with my PC just doesn't like RAGEMP.

Any idea what causes this problem and how I could potential fix it? It's one of my favorite games so it's pretty much a bummer.

My computer specs:
CPU: AMD Ryzen 7 7800X3D 8-Core Processor
GPU: MSI geforce RTX 4090 GAMING x Slim 24GB
PSU: CORSAIR-1000W rm1000x shift ATX 80+ Gold
Motherboard: ASUS ROG CROSSHAIR X670 hero
RAM: CORSAIR 64 GB (2x32GB) 6000MHz
SSDs: 2x 2TB SAMSUNG 990 PRO

"Solutions" I tried:

  • I already tried to reinstall windows (Despite it being a fresh new PC)
  • Updated & reinstalled my drivers
  • Put a FPS lock on it, tried multiple ones such as 180, 144, 120,...
  • Checked my temperatures, everything is smooth and not overheating.
  • uninstall ragemp and install it again
  • uninstall gta 5 and install it again
  • reinstall nvidia drivers
  • reboot pc
  • disable steam friend list animated avatars 
  • Disable all overlays such as instant replay and whatsoever
  • turn off background software like rgb control
  • Tried ragemp completely vanilla without any user_resource mods 
  • turn vsync off / on
  • Try to lower the grass quality (Since people complain about that doing their fps bad)
  • FXAA on / off
  • MXAA  on and off, tried them all. (It doesn't look like a graphical setting problem honestly)
  • tried both windowed borderles and full screen
  • tried different DirectX versions in settings
  • Pulled out my second monitor.
